  • Tenders are invited for Rehabilitation, Improvement and Maintenance of Peliyagoda - Puttalam Road (A006) (63+000 Km to 76+000 Km). 1. The Democratic Socialist Republic of Sri Lanka has received financing from the Asian Development Bank (ADB) towards the cost of Integrated Road Investment Program. Part of this financing will be used for payments under the contracts named above. Bidding is opened to bidders from eligible source countries of the ADB. 2. The Road Development Authority (β€œthe Employer”) invites sealed bids from eligible bidders for the above contract packages. Scope of the works includes: 2-a. Rehabilitation and Improvement activities (the Works) include but are not limited to the following: β€’ Site Clearing and Excavation β€’ Road formation improvement β€’ Subbase construction, Dense Graded Aggregate Base complete with Asphalt Concrete overlay β€’ Drainage construction / improvements β€’ Culvert rehabilitation/extension and construction β€’ Relocation of utilities β€’ Provision of Facilities for the Engineer/Employer. 2-b. Performance Based Road Maintenance Works shall mainly consist of maintenance activities necessary for keeping the Roads in compliance with specified Performance or Service Levels after completion of Works. (All activities shall be carried out complying with the environmental and social framework as specified in the relevant sections in the bidding documents) Bidders may bid for one or several contract packages. A bidder shall be awarded only one contract even if the bidder submits several successful (lowest evaluated substantially responsive) bids. Further details are provided in section 3 of the bidding document of respective contract package. 3. National Competitive Bidding will be conducted in accordance with ADB-s SingleStage: One-Envelope Bidding Procedure (1S1E) and is opened to all bidders from eligible countries as described in the bidding document. 4. Only eligible Bidders with the following key qualifications should participate in this bidding: β€’ Pending Litigation shall not represent more than 50 percent of the bidder-s Net Worth. β€’ The bidders- Net Worth in the last year shall be positive. β€’ Average Annual Construction Turnover (AACT) within last seven (7) years, financial resources, similar construction experience within last seven (7) years and construction experience in key activities as given in the table below. To purchase the bidding documents in (English) eligible bidders should: β€’ Write to the address above requesting for the bidding documents for the Contract Packages indicating the Contract Numbers. β€’ Pay a non-refundable fee of Sri Lankan Rupees 25,000/- for each package by cash or bank draft in favour of the β€œSecretary, Ministry of Highways, Ports & Shipping, Inclusive Road Operation and Development Investment Programme - Bank of Ceylon Account Number. 0007040421” in respect of the bidding document. Bidding documents requested by mail will be dispatched by registered speed post / courier on payment of an extra amount of Sri Lankan Rupees 15,000.00 or equivalent for overseas shipping and Sri Lankan Rupees 1,000.00 for local courier. The Road Development Authority will not be held responsible for the postal / courier delay, if any, in the delivery of the documents or non-receipt of the same. The bidding documents will be issued during normal working days (Monday to Friday) from 9:00 hours to 15:00 hours at the address under paragraph 5 above, from 3 May 2021 to 08 June 2021. 7. Deliver your bids: β€’ to the address: Chairman, Ministry Procurement Committee (MPC), C/o Chief Accountant, Ministry of Highways, Procurement Division, β€œMaganeguma Mahamedura” - 7th Floor, No. 216, Denzil Kobbekaduwa Mawatha, Koswatta, Battaramulla, Sri Lanka. β€’ on or before 9 June 2021 at 11:00 hours (Sri Lankan Time) β€’ Together with bid security as described in the bidding document. Amounts of bid security are given in the table below. Amount (LKR million) 18.6 Bids will be opened immediately in the presence of bidders- representatives who choose to attend. 8. A virtual pre-bid meeting is arranged on 19 May 2021 at 11:00 hours. Log in details shall be made available for the interested bidders in the project web page www.iroad.rda.gov.lk. 9. The bidder shall bear all costs associated with the preparation and submission of its bids, and the Employer shall not be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.
